Yes. The slider covers 0.25x to 4x. Slower than 0.5x and faster than 2x are handled by chaining several audio tempo steps, so the sound keeps its pitch instead of turning into the chipmunk effect.
Keep pitch is the default. The audio is time stretched with the atempo filter, so voices and music stay at their natural pitch while matching the new video length. Pick Mute audio if you want a silent clip instead.
Changing speed re-encodes every frame in your browser, so the time depends on the clip length, the resolution and your CPU. Short clips finish in seconds, longer 1080p clips can take a few minutes.
At 1x nothing would change, so the tool skips a pointless re-encode. Move the slider or tap a preset such as 2x or 0.5x to turn the export back on.
